An Environment which is used for test execution is called Test Bed, i.e., Which will be having your application Installed with all the neccessary Configurations like both Software and Hardware Configurations (including pre-requisites like browser versions(IE/Firefox etc..), Required Technology configurations (.Net/Java etc..), Database Setup (Oracle/SQL Server etc..), creating Windows User with Administrator rights etc), preparing database/schema etc.. Good Hardware configurations like RAM and Harddisk space etc..
That means making sure that the application is READY for test execution.
Test Bed or Test Environment is nothing but setting up of the both hardware and software requirements for Test Execution. It is nothing but a mirror of Development server
